I just found an amazing way to power level without cheating. You know how after you complete one section to gain allies, and an emissary appears at your camp? Well, at first I wasn't sure what they were there for, I only speculated that the resources you give them will make the troops you command at the end of the game stronger. Maybe it does, but it also gives you XP! This is the easiest emissary to get xp from. The Dalish elf. If you have completed the Dalish leg of the story, visit the camp again, and visit Varathorn, the craftsman you can barter with. He has an unlimited supply of elfroots, at about 60 bronze per root, and each stack of 99 costs about 52 silver. Buy as many stacks as you want, about 10+ at a time. Bring them back to the camp.
When you go to the allies' supplies crate, choose to give resources to the Dalish, then "Give all elfroots". This only gives one stack at a time, so just repeat until you've given away all stacks. When you exit the dialog, you'll see you have gained a ton of xp! I did this multiple times and reached level 15 last time I did it. To put this in perspective, I have only completed the Dalish part of the story, nothing else (save the Warden's Keep and Return to Ostagar DLC).
Power leveling without cheating! Plus there's no limit to the xp you can get, just repeat until you run out of cash!
Edit: I just remembered you can just turn in raw cash to the human emissary, but you have to complete Redcliffe, plus the Urn of Sacred Ashes quest before you get him. The elf quest is much easier and quicker.
